keycloak-vault-(cloud|client): add customer K/V store

Relates to https://jira.corp.cloudwatt.com/browse/MVPKAAS-696

  • Added a new vault K/V store for customer secrets
  • K/V is in version 2 (with versioning)
  • Updated concourse policy to be alble to read in the new KV store
  • Updated rancher-client to write the kubernetes secret in the new KV store as well
  • Updated policies to manage customer secrets
