Move disabled targets

Quentin Moulinier requested to merge fix-disabled-targets into master

disabled_targets.cue has been moved from root folder to each context folder:

  • contexts/caascad/disabled_targets.cue
  • contexts/ngotalpha/disabled_targets.cue

NOTE : instead of using the zones as a package, we use static zones now.
In static files, each zone has the boolean attribute zone.parameters.hibernated so we can test its value without using _|_ before
