fe_rds: add RDS instances for ngot service zones

Ghost User requested to merge fe_rds_edit_net_id_discovery into master

Create RDS instance for each service zone (in addition to current unique ngot admin zone). This will prevent of any restore error, and not impact all services using the only instance that exists for now.
