parameters/kubernetes: simplify worker pool params

Ghost User requested to merge simplify-worker-pools into master

For cloud zones the worker pool nodes config should be the same on all clusters.

We start with min 3 nodes (we know vault needs at least 3 nodes) and let the autoscaler scale as needed.
