cmd/plan/apply: allow to use a diff file

Ghost User requested to merge merge-diff-commands into master

Mark plan-diff and apply-diff as deprecated.

This would allow to make so performance improvements with caascad/terraform/envs-ng!2299 (diffs)

Its also inline with graph witch supports -z and --diff-file options.
